Hemp Testimony Call To Action

The USA Hemp Museum is urging all hempsters to support all constructive calls to action regarding hemp legalization and empowerment.

One such call is from the great American Hemp Hero Willie Nelson and his Peace Research Institute crew. They've issued a call to action to help folks in Hawaii get access to medical hemp by requesting testimony from folks who have benefitted from hemp use in healing.

Below is the text. Please, transform from call into action. Copy your elected and appointed officials on your email, either with their email address or their on line forms to get your testimony heard.

Now is the time to speak up about hemp and all it can do to help us save ourselves.

FUNDRAISING FOR CALIFORNIA HEMP

MEDICAL MARIJUANA IN CALIFORNIA ON 60 MINUTES

PART 1



This is an all-out emergency appeal for $1 million dollars to get legalization of marijuana and hemp on the ballot in California. I am a hemp expert that can supply you with lots of reasons why this would be money well spent both for the economy and the environment. Jack Herer, hemp activist and author of HEMP & THE MARIJUANA CONSPIRACY: The Emperor Wears No Clothes, is circulating the California Cannabis Hemp & Health Initiative 2008 or CCHHI 2008.

I believe that this initiative presents a unique opportunity for the state to come to grips with the question of hemp and marijuana legalization and put the federal government on notice that this is the wave of the future. $1 million will save California AT MINIMUM 30 to 80 million dollars. The “Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local government: Savings in the several tens of millions of dollars annually to state and local governments, which would no longer incur the costs of incarcerating and supervising certain marijuana offenders” (As printed on the initiative). Hemp activist the late B.E. Smith in his run for CA Governor in 2004 estimated this savings to be $1 billion dollars.

I have just written a book HEMP FOR VICTORY: A Global Warming Solution. We are in an atmospheric emergency and this initiative could address global warming directly by allowing the growing of hemp – lots of hemp. CCHHI could give California a leg up on other states in developing hemp as a carbon resource. I look at the climate crisis as an opportunity to recycle the main greenhouse gas carbon dioxide (CO2) using hemp. All that oil, coal and natural gas we burn daily and have for decades went into the atmosphere. Plants breathe in CO2 and give off O2 (oxygen) which animals (including humans) breathe in. Plants use this CO2 to build structure and root and seed. The hemp plant is the best in the world at this recycling, producing 10-18 green tons to the acre of hemp fiber and hemp wood.

The world is waiting for the United States to join them in developing a solution to the climate emergency. CCHHI 2008 would send a message around the world that California has a workable solution to global warming. You will ask; how we do this with hemp?

Easy, hemp makes fuel. Anybody interested? Here is how that works. The farmer grows 100 acres of hemp wood that produces 500 dry tons and makes 100,000 gallons of methanol or ethanol which is burned in a car or power plant and ends up in the atmosphere. But if the farmer grows 100 acres of hemp wood the next year that 100,000 gallons worth of CO2 is recycled into hemp wood, and a cycle is set up with a fuel that does not contribute to global warming. Even synthetic gasoline can be made from hemp.

If those 500 tons of hemp are used for paper, building materials, plastics, etc., that carbon stays out of the atmosphere and global warming is reduced. Something that could happen this year or next.

Fossil fuels are a one way street to disaster. To really do all we can we need CCHHI now. We could plant next year. Get the seed from Canada, Europe, Russia, China or dozens of other countries where hemp is legal to grow.

Let’s get back to the $1 million dollars.

This is an emergency and an emergency that affects the entire planet and we can put California in the spotlight with hemp. Maybe some astute professional fundraiser, or a save the world concert, or a million one dollar contributions, but these things take time and the clock is ticking.

There is one alternative that given the importance of our argument must be tried. That is to have the legislature or the governor put the CCHHI on the ballot as is. The legislature needs a two thirds vote to place an initiative on the ballot, and the governor can do this without the legislature. And there is a good reason for doing this. The Attorney General has produced a summary for CCHHI as required by law, which totally misrepresents the hemp part of the initiative and makes no mention of the billions of dollars in revenue from a revved up economy based on hemp.

The people of California have already OK’d Cannabis for medicine which is an industrial use, by 57%. There is no more important task everyday than being vigilant about freedom. We need to put hemp back in the free market where it belongs. And farmers are more apt to accept hemp now that medical marijuana is legal in California. The people need to do this; we hold more power than our State Government and are less likely to be overturned by the Feds. Remember Prop. 215!

Sure you say, OK it’s on the ballot now how do we get the people to pass it. Easy, show them the money. And make the presidential contenders talk about the initiative when they come to California. In California the people hold all the power, and that power is best expressed through the initiative process. This is called direct democracy and it is powerful. Do you realize that after 10 years of legal medical marijuana in California the federal government has not challenged our law directly in the courts?

The CCHHI gets to the nitty-gritty of the matter, the Ninth and Tenth Amendments to the U.S. Constitution are invoked in the initiative to assume to California citizens the right to challenge the federal hemp prohibition. These two amendments say the people can take away from the federal government anything not enumerated in the Federal Constitution. Nothing in the federal Constitution gives the federal government control over agriculture, and this could easily be won back to the people of California. Control over agriculture was only given to the feds through the taxing power - not as an enumerated or constitutional power.

I’m not a lawyer, but after 10 years, I’ve got to believe if they could have overturned our medical marijuana law, they would have. And after ten years can’t we now celebrate the demise of the prohibition which lasted 70 years before the people of California voted to crack it wide open. The feds are holding on to their lies and acting like thugs. They walk into Cannabis clubs steal the money and medicine and leave. They deprive the people of California of billions of dollars of economic power with hemp.

The people of California would call that terrorism. Section IV of CCHHI: “Pursuant to the Ninth and Tenth Amendments to the Constitution of the United States, the people of California hereby repudiate and challenge Federal cannabis hemp marijuana prohibitions that conflict with this Act.”

Hemp was called the new billion dollar crop in 1938. For $1million dollars we can bring that $1 trillion dollar crop to California. We need to grow as much as possible to trap carbon out of the atmosphere in hemp paper, hemp building materials, hemp textiles, hemp fuel, food, medicine, and legal recreational marijuana for adults.

It is time to ask everyone. I understand a few billionaires did this for medical marijuana. They paid professional signature collectors and they did the job. I was a part of the 1994 Hemp Initiative and we did not get the job done with volunteers. And it’s too important to leave to chance.

California needs that check soon. I have asked Presidential Candidate Ron Paul who understands the hemp emergency to spend his campaign funds here in California to the tune of $1 million dollars for CCHHI. No reply yet, but his ability to raise $6 million in a day puts him in the running.

There is a new marijuana initiative circulating in the state which would put on the ballot for voter's approval the California Cannabis Hemp & Health Initiative 2008. Right now I want to talk about the title and summary that is prepared by Attorney General Jerry Brown. This summary is what is read by those signing onto the initiative on the street:

INITIATIVE MEASURE TO BE SUBMITTED DIRECTLY TO THE VOTERS

The Attorney General of California has prepared the following title and summary of the chief purposes and points of the proposed measure:

MARIJUANA. REPEAL OF CRIMINAL AND CIVIL PENALTIES. RELEASE FROM JAIL. STATUTE.

Decriminalizes possession, cultivation, transportation, distribution, and use of marijuana or hemp. Provides persons convicted or serving time for non-violent offenses involving marijuana be immediately released from prison, jail, parole, or probation, and be eligible to have their convictions erased. Provides no permit, license, or tax be required for non-commercial cultivation, transportation, distribution, or consumption of marijuana.


Allows doctors to prescribe or recommend marijuana to patients, regardless of age. Prohibits testing fro marijuana for employment or insurance purposes.


Bars state from aiding enforcement of certain federal marijuana laws.

Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local government:

Savings in the several tens of millions of dollars annually to state and local government, which would no longer incur the costs of incarcerating and supervising certain marijuana offenders.

A potential increase of a few million dollars annually in the cost of the state's Drug Medi-Cal substance abuse treatment program. (Initiative 07-0064.)

I went through this before in 1994 with the hemp initiative then. This summary totally misrepresents the initiative.

In 1994 we sued the AG to have the age limit put back in the summary.

The words of the summary are limited when something is added, something must be deleted, etc.

What is important to the AG went into the title and summary, not what is important to the people.

The people's title is CA CANNABIS HEMP & HEALTH INITIATIVE 2008. The AG's is MARIJUANA. REPEAL OF CRIMINAL AND CIVIL PENALTIES. RELEASE FROM JAIL. STATUTE.

I recommend an immediate suit be filed against the AG for misrepresenting the chief purposes and points of the proposed initiative.

In 1994, Chris Conrad and myself filed suit in Sacramento, to change the wording. The summary was changed, but it cost the signature drive two weeks to reprint the new summary and initiative.

Still what was I learned in 1994 was that volunteers didn't collect enough signatures and paid collection pro's get the job done fast.

Just off the top of my stoned head I would like to propose a more friendly title and summary: CANNABIS HEMP AND MARIJUANA LEGALIZATION STATUTE OF 2008.

Decriminalizes use of marijuana and hemp. Ends marijuana prohibition. Legal Cannabis hemp products for paper, medicine, fuel, food, textiles, recreation, and thousands more uses have a potential of tens of billions of dollars for the California economy.

Legal hemp can help with Global Warming.

Releases non-violent marijuana offenders from incarceration and erases convictions.

Bars state from aiding enforcement of certain federal marijuana laws.

Prohibits testing for marijuana for employment or insurance purposes.

Allows reasonable state license and taxing standards.

Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local government:

Savings in the several tens of millions of dollars annually to state and local governments in incarceration and supervision costs.

Act is pursuant to the Ninth and Tenth Amendments to the U.S. Constitution.

Use of Cannabis hemp products for religious or spiritual purposes is made an inalienable right.

"All provisions of this Act shall be liberally construed for the accomplishment of these purposes: to respect human rights, to promote tolerance, and to end cannabis hemp prohibition."

I don't doubt that a better summary could be drawn.

The CCHHI offers California a way to take the lead in hemp research in the U.S. There is a saying, "as California goes, so goes the nation."

We need the U.S. to grow hemp for global warming. This shows the country and the world that we can end the prohibition and free the plant resource.

This initiative does the job. No halfway measures here.

Democratic Presidential Candidate Dennis Kucinich On Hemp

Presidential Candidate Ron Paul On Hemp

How Can Hemp Save The Gulf of Mexico?

It's been reported that the corn boom could expand the ‘dead zone’ deeper into the Gulf.
According to the Associated Press on MSNBC-TV:

"The dead zone typically begins in the spring and persists into the summer. Its size and location vary each year because of currents, weather and other factors, but it is generally near the mouth of the Mississippi.

This year, it is the third-biggest on record. It was larger in 2002 and 2001, when it covered 8,500 and 8,006 square miles respectively.

Soil erosion, sewage and industrial pollution also contribute to the dead zone, but fertilizer is believed to be the chief factor.

Fertilizer causes explosive growth of algae, which then dies and sinks to the bottom, where it sucks up oxygen as it decays. This creates a deep layer of oxygen-depleted ocean where creatures either escape or die."


Hemp bio fuel can help restore life to the Gulf of Mexico's dead zone.
How? Hemp, an effective, clean energy source does not need pesticides to grow. The removal of pesticides used in growing corn by growing hemp instead would remove the cause of the over 8,000 square miles of "dead zone" recorded in the Gulf.
We are killing the Gulf with our policy that's investing in corn energy, rather than safe, effective, clean low cost hemp bio fuel. The situation is too stupid for words.

The United States federal government is now, 50 years into the global warming drama, recommending we use a food source, corn, to make bio fuel for energy. The result, the Gulf has a record size dead zone, a place where nothing can live. Food prices are rocketing because we are using our main food source for energy. The green back is a pale shade of yellow in light of $100 a gallon toxic energy price.

That's just stupid.
Let's go back to Hemp 101 and Save Ourselves

Because toxic chemicals are not required for hemp's growth or processing, no toxic chemicals from corn growth, the cause of the dead zone, are released into the Gulf.

Hemp is a sturdy, wind pollinated weed that grows wild in nature. Despite the illusion of industrial, medical and leisure hemp use, simply, hemp is one plant in various grades. Hemp is relatively easy to grow, can grow up to 4 crops a year, and is four times more energy efficient than corn as bio fuel.

Hemp oil burns clean and can do anything toxic gasoline does (except kill us - zero deaths from hemp - ever). Hemp oil can also be used in plastics. If you have not yet checked out Zelfo, see what hemp plastics can do for you.

Hemp pellets burn clean in power plants. In California there are over 30 such energy plants ready to burn hemp bio fuel. Unlike nuclear, there is no danger of a hemp meltdown.

Hemp is the Lord's solar collector that transforms solar rays into 50,000+ useful products including strong building materials, paper, fabric, oil, food, etc. Hemp converts sunlight into clean energy to run our cars and heat/cool our homes, etc.

Hemp, solar, hydro, wind, magnetic and other 100% clean energy sources that don't pollute the land, water or air are the only energies that should be legal. That which is toxic should be immediately outlawed for energy use. Our lives depend on this radical, though simple change.

Hemp would help restore the family farm, especially if we deeded family farmers a portion of unused federal land for the purposes of growing hemp. The federal government could make available at least 10% of federal land (approximately 65 million acres) for the purposes of growing hemp. The ancillary resource material can empower a lot of small businesses and job opportunities, "Hemportunities," like the transformations from "drug dealer" to tax paying "Hemp Merchant."

P L E A S E!!! Do what you can to shift energy policy away from toxic practices and onto safe, clean energy sources, including with hemp.

Any energy policy that includes toxic energy should be vetoed at the citizens level.
